1. PROJECT BACKGROUND
1.1. Context  

This Terms of Reference (ToR) defines the scope of work for a professional photographer and videographer (hereinafter: Consultant) who will document the key activities of the “Women in Politics” (WiP) project, including a three-day conference in Tuzla (April 7–9, 2025) and seven one-day workshops in various municipalities of northeastern Bosnia (exact dates to be confirmed).

The conference will gather key stakeholders, including representatives from participating organizations, project donors, and IAMANEH partners. The event will serve as a platform to showcase project achievements, facilitate experience-sharing, and outline future steps in promoting women’s political participation and gender equality.

Beyond documenting the main WiP project activities, the consultant will also capture the work of participating organization s— Budućnost Modriča and Zemlja Djece Tuzla both of which implement significant projects supported by IAMANEH.

1.2. Project description

Women in Politics (WiP)

The Women in Politics (WiP) project strengthens the political participation of women in Bosnia and Herzegovina by addressing gender disparities in political representation. Through capacity-building workshops, strategic campaign support, and public outreach, the project enhances the visibility and effectiveness of women candidates.

WiP empowers women to navigate political processes, fosters local advocacy, and engages observers to monitor gender-specific challenges in elections. Digital engagement strategies further raise voter awareness, supporting increased representation of women in local and national governance.

Additional Assignments – IAMANEH-Supported Projects

In addition to the WiP project, the consultant will documentkey elements of other projects implemented by IAMANEH-supported organizations. This includes:

Budućnost Modriča:
o OSNAŽENE – Supporting Recovery and Financial Independence of GBV Survivors
Providing capacity-building, mentorship, legal and psychological support, and economic empowerment opportunities for women survivors of gender-based violence (GBV).
o Men’s Centre Modriča – Engaging Men and Boys for Gender Transformation
Working on perpetrator rehabilitation, gender equality advocacy, and psychosocial support to reduce violence.
Zemlja Djece Tuzla:
o Advocacy and Counselling Centre for the Rights of the Child
Focused on child protection, gender equality, and legal reform.
o Daily Centre
Provides support to Roma children, promotes peer education initiatives, and advocates for legal improvements to strengthen child protection frameworks.
1.3. Implementing partners

WiP is a Swiss Agency for Development and Cooperation (SDC)-funded project jointly implemented by the CURE Foundation (Sarajevo) as the lead organization and BudućnostModriča as a project partner. IAMANEH Switzerland supports the initiative by providing technical assistance, governance expertise, and gender-focused guidance, while also contributing matching funds. Additionally, Budućnost Modriča and ZemljaDjece Tuzla implement significant other projects supported by IAMANEH.

2. SCOPE OF THE ASSIGNMENT
2.1. Job Description:

The consultant will be engaged in monitoring and documenting activities within the “Women in Politics” project, including a three-day conference in Tuzla and seven one-day workshopsin municipalities of northeastern Bosnia. In addition to photographing the events, the task includes creating a short video editorial summarizing key moments of the activities.Additionally, in coordination with Budućnost Modriča and Zemlja Djece Tuzla, the consultant will record key activities of these organizations, ensuring comprehensive coverage of their work.

2.2. Detailed Job Description:

A. Photography and Event Coverage

Photographing the three-day conference scheduled for April 7, 8, and 9, 2024, in Tuzla.

Photographing seven one-day workshops in municipalities of northeastern Bosnia (exact dates to be determined).

Documenting key moments of the events, including:

Panel discussions and speakers
Participant interactions
Group work and discussions
Atmosphere and spontaneous moments
Portraits of individual participants, team, and group photos
Ensuring high-quality photographs in accordance with the visual standards of the project.

Additionally, documenting activities within other projects supported by IAMANEH:

One day with Zemlja Djece Tuzla – capturing key activities in Tuzla in coordination with their team.
One day with Budućnost Modriča capturing key activities in Modriča in coordination with their team.

           B. Photo Editing and Selection

Selection and basic editing (light, colors, contrast) of the most important photographs from each event.
Delivering sets of photographs in digital format to the organizers within the agreed timeframe. The consultantshould submit approximately 400 high-quality photographs encompassing the diverse activities. The images should authentically capture the diversity of people involved and the range of services provided.
Preparing photographs in formats suitable for publication on social media, the project website, and promotional materials.

           C. Creation of a Short Video Editorial

Recording short video clips during the events listed in Section A, including key speeches, statements, and interactive activities (at least 4 video clips per event)
Editing and processing video material into a short editorial (3–5 minutes) that will summarize the events and the project.
Incorporating basic branding elements (logos, captions with speaker names, key project messages).
Delivering the final version of the video editorial within the agreed timeframe.

D. Communication and Coordination

Coordination with the organizers regarding specific requirements for the visual documentation of the events.
Collaborating with the project team to ensure coverage of all relevant segments of the events.
Timely delivery of materials within the pre-agreed deadlines.
3. COMPETENCIES
3.1. Qualifications and Expectations:
Experience in documentary and event photography.
Possession of professional photography and video equipment.
Proficiency in photo editing and video editing software.
Ability to work in a dynamic environment and adapt to various lighting and spatial conditions on-site.
Adherence to ethical standards when documenting participants and events.
Flexibility and availability to cover all planned activities.
4. DEADLINESS AND MATERIAL DELIVERY METHOD:
Deliver photographs from each event within 10 days after the last event, but not later than May 15th 2025.
Submit the final version of the video editorial no later than 20 days after the last event.
All materials must be delivered via a digital platform (Google Drive, WeTransfer, or another agreed method).
